New Contract Updates and Revisions

WITH NEW CONTRACT UPDATES AND REVISIONS, HERE ARE SOME CHANGES YOU SHOULD BE AWARE OF

 

The no-layoff clause that protects letter carriers after six years of service as career employees is retained in the national agreement, as well as prohibitions against contracting out city carrier work.

 

Option for Full-time letter carriers who work their holiday

Article 11, Sections 3 and 4 have been modified to allow full-time employees who work their holiday to elect to have their annual leave balance credited with up to eight hours of annual leave in lieu of receiving holiday pay.

 

MOU Re: Qualifying period – exception for CCAs – with a minimum of 90 days of service prior to conversion to career status and no break in service, are exempt from the 90-day Qualifying Period in the ELM 512.313.  Previously, all newly converted employees, no matter time in service, were required to complete 90 days as a career employee prior to being allowed to take annual leave.

 

Many CCA Q&As have been eliminated from the 2021 JCAM and included in the proper Article – i.e.

 

Article 16 – Discipline issued to a CCA may not be considered or cited in determining whether to issue discipline to the CCA employee after his or her conversion to career status.

 

Other JCAM changes include – Article 8-18 – management may, but is not required to assign ODL Letter Carriers to work in excess of the Article 8.5g limits during penalty overtime exclusion period (December).

Rule applies to all full-time employees on the ODL or Work assignment list except during penalty overtime exclusions period (December).

 

Page 8-21:

Limit for all letter carriers not on the ODL or Work Assignment list per service day.

 

Page 8-14 (and 8-31)

All overtime worked by a letter carrier (+Technicians) on the ODL counts towards equitability for the quarter. (Read the exceptions).

 

Article 9, page 9-8 (Table 1) and Page 9-10 (Table 2) explains the new promotional pay rules for all letter carriers.
