City Carrier Assistants (CCA’s) Have Rights Too
City Carrier Assistants (CCAs) are non-career employees as we all well know. But, being a CCA does come with rights and benefits.
CCAs are:
· Eligible to participate in Federal Employees Health Benefits (FEHB).
· Credited with relative standing (seniority).
· Work hour guarantees – hours depend on size of installation employed.
· Uniforms – after completing 90 work days, or has been employed for 120 calendar days.
· Able to opt for hold downs on vacant assignments once employed 60 days. Break in service will not terminate opted hold down. Opted hold downs guarantee a 40-hour week, and start times.
· CCAs earn annual leave. This is provided for rest, recreation, illness, injury, and emergency purposes.
· Recently awarded the right to be included on the vacation list in their office in accordance with their LMOU as long as they have adequate annual leave at the time the leave in taken.
· Covered by Workers’ Compensation
· Six paid holidays. Amount of hours paid depends on size of office.
· CCAs who are required to work outside their assigned office will receive payment for mileage for difference between their homes and employing office if the difference is greater.
· When CCAs are scheduled to work in other post offices, they should be scheduled in advance of reporting to work whenever practicable.
· CCAs may not be made to cross craft assignments to and from the rural carrier craft.
· CCAs have right to Union Representation.
· As carriers, CCAs also have rights under Article 17 to shop steward representation. This right falls under the Weingarten rule.
